1952年、ニーダーザクセン州（ドイツ）に生まれる。経済学学士、経済学博士。
９年間にわたる経済省の勤務を経て、1989年、欧州委員会に加わる。
欧州委員会では、バンゲルマン委員室のメンバー、情報社会産業の特別顧問、標準化、電子通商産業、Ｅ-ビスネス、ＩＣＴ産業とサービス、イノベーション政策開発の課長、2008年1月よりイノベーション支援課長として様々な領域に携わる。
Dr Buscher was born in 1952 in Lower Saxony in Germany; he holds bachelor degree and Ph.D. in Economics. Before joining the EC in 1989, he worked at the Ministry of Economic Affairs in Germany for nine years.
In the European Commission, he has been working in different areas, such as a Member of the Cabinet of Bangemann, a special Adviser for Industrial Aspects of the Information Society, Head of Unit for Standardization, for Industrial Aspects of Electronic Commerce, for E-Business, ICT industries and services, for Innovation Policy Development and since January 2008, Head of Unit for Support for Innovation.

1952年、テッサロニキ（ギリシア）に生まれる。
数理物理学で、サセックス大学（英国）でB.Sc、コーネル大学（アメリカ合衆国）でPh.Dを取得。
フランスのトムソンCSF社で7年間の研究活動を経て、1988年に欧州委員会に加わった。
初めにICT ESPRIT（情報通信分野の共同研究開発の枠組みである欧州戦略的プログラム）、続いて研究総局で国際科学技術政策の研究に従事する。
1995年〜1999年、駐日欧州委員会代表部のプレス情報サービス部部長を務める。1999年より研究総局アドバイザーとして一連の研究開発枠組み計画の策定、加盟国と欧州の研究プログラムや組織間の調整、国際協力、そしてEU研究の共同プログラムなどの新たなイニシアチブの開発に取り組んでいる。
CREN会議及びOECDの国際科学フォーラムの欧州委員会代表を務める。
Leonidas Karapiperis was born in Thessaloniki, Greece, in 1952. He holds a B.Sc. in mathematical physics from Sussex University, U.K., and a Ph.D. in physics from Cornell University, U.S.A. After seven years as researcher at Thomson-CSF, France, he joined the European Commission’s in 1988, working first on the ICT ESPRIT programme and subsequently in the Directorate-General for Research on international S&T relations. From 1995-1999 he served at the Delegation of the European Commission in Japan, where he was Head of the Press and Information Service. Since 1999 he is Adviser at DG Research and has been working on the development of the successive Framework Programmes for Research, the coordiantion with national and European research programmes and organisations, international cooperation, and the development of new initiatives such as Joint Programming in EU research. He represents the European Commission on the CERN Council and the OECD Global Science Forum.

ベルギー人。欧州共同体当局にて25年以上のロビー活動の経験をもつ。ソブランス氏が事務局長を務める欧州開発機関協会（EURADA）に加盟する国は20カ国以上、会員数は150名。
EBAN（地域・国家レベルのインフォーマルなベンチャーキャピタルの活性化促進する欧州地域のビジネスエンジェル・ネットワーク）の創設を支援。
地域開発に関するＥＵ法規の影響力と欧州における開発機関の役割に関する報告書を執筆。
Christian SAUBLENS is Belgian and has an experience of more than 25 years in lobbying the European Community authorities.
He is the Executive Manager of EURADA, the European association of Development Agencies. The association has 150 members operating in more than 20 countries.
Christian helped the creation of EBAN, the European network promoting the stimulation of informal venture capital at regional or national level.
Christian has written several papers regarding the impact of EU regulations on regional development and the role of development agencies in Europe.

Mr. Takashi Yanagi joined Science and Technology Agency（the present MEXT）in 1987.
He served as a Director, Office for Promoting Regional Education Activity, Social Education, Division, Lifelong Learning Policy Bureau, MEXT in 2001, a Director, Management and Coordination Division, Minister's Secretariat in 2002, Secretary to the Minister of Education, Culture, Sports, Science and Technology in 2003, Director, Office for International Cooperation, International Affairs Division, Minister's Secretariat in 2004, Counselor, the Mission of Japan to the European Union, MOFA in 2005.
He has been working the present position since August 2008.

1981年 通商産業省入省（現経済産業省）。1991年 資源エネルギー庁長官官房企画調査課課長補佐、1995年 通商政策局通商調査室長、1997年 通商産業研究所研究主幹、1998年 通商産業研究所研究部長、1999年 近畿通商産業局産業企画部長、2001年 近畿経済産業局産業企画部長、2001年 総務省行政評価局評価監視官（規制改革担当）、2002年 経済産業省近畿経済産業局総務企画部長。
2004年 （独）経済産業研究所研究調整ディレクター、2006年 経済産業省貿易経済協力局貿易管理課長、2007年 （独）中小企業基盤整備機構理事、2008年より現職。
信州大学経済学部助教授（1992〜1995）、学習院大学経済学部非常勤講師（2006〜）、東京大学経済学部卒業、エール大学にて国際経済学と開発経済学を専攻し修士（MA）を取得。現在、(財)日本立地センター特別客員研究員、(独)経済産業研究所コンサルティングフェローを兼務。
Mr. Hosoya is the Senior Analyst for Regional Policy in the Regional Economic and Industrial Policy Group of the Economic and Industrial Policy Bureau for the Ministry of Economy, Trade and Industry (METI). In the newly created role, Mr. Hosoya is responsible for research related to regional policy, such as the promotion of regional innovative activities through "the Industrial Cluster Project" that was started in 2001.
In his 27-year career at METI, Mr. Hosoya has authored and edited the White Paper on International Trade for the years 1996 and 1997, and served as the director of research at the Research Institute of Economy, Trade and Industry (RIETI). He is also an experienced regional policy practitioner and once served as director general for METI's affiliate in the Kansai area, which includes Osaka, Kyoto, and Kobe.
Mr. Hosoya has also had a successful academic career as both an assistant professor of economics at Shinshyu University from 1992-1995, and lecturer of economic development at Gakushuin University since 2006. Mr. Hosoya received a Master of Arts in International and Development Economics from Yale University, and a Bachelor of Arts in Economics from the University of Tokyo.

日本貿易振興機構（JETRO）は、日本と諸外国との通商、投資関係促進を目的とする独立行政法人。
1982年通商産業省入省。2006年より現職にて、ベンチャー企業の海外進出支援、産業クラスターの国際連携等を通じた、先端技術分野における国際連携の促進のためのプログラムの設計・運営に従事。
Japan External Trade Organization (JETRO) is a government-related organization that works to promote mutual trade and investment between Japan and the rest of the world.
Mr. Shimizu is responsible for organising and operating programmes designed to promote cross-border tie-ups between Japanese and foreign firms in high-tech industries, to help high-tech business ventures expand overseas, to connect regional clusters in Japan and other countries in order to facilitate international business alliances.
Mr. Shimizu joined Ministry of International Trade and Industry (MITI) in 1982.
In 2006, he was seconded from METI to take up his current position.

国際部国際担当、国際部国際事業室兼務、国際部貿易・証明担当を経て、1995年 (財)日中経済協会上海事務所に出向、上海日本商工クラブ事務局次長として2年間駐在。2003年 バンコク日本人商工会議所に出向、同所事務局長として4年間駐在。
200７年 経済産業部ベンチャー振興担当、国内外ベンチャー企業間のマッチング事業「グローバル・ベンチャー・フォーラム（ＧＶF）」、その他ベンチャー企業支援事業を多数実施。2008年4月より現職。
Mr. Keisuke Matsumoto joined the Osaka Chamber of Commerce & Industry in 1990.
After having had several experiences in the International Division, he was dispached to the Shanghai (CHINA) Japanese Commerce and Industry Club as Deputy Secretary General from 1995 for two years.
He also was dispached to the Japanese Chamber of Commerce, Bangkok THAILAND as Secretary General from 2003 for four years.
Mr. Matsumoto supports to venchure business development including Global Venture Forum (GVF)" between domestic and foreign venture companies. He has a present position from April, 2008.
He holds bachelor degree in Foreign Studies(Chinese Mandarin), Osaka University of Foreign Studies.

Dr Nikos Pantalos has worked in the telecom sector for 7 years before joining the European Commission in 2001. He works in the area of innovation within the Directorate General Enterprise and Industry and he is particularly involved in the development of an EU policy framework to support clusters in the European Union.

1977年 上智大学理工学部化学科卒、1979年 東京工業大学大学院総合理工学研究科生命化学 修士課程終了。同年 藤沢薬品工業株式会社 入社。開発第一研究所、分子生物研究室、エジンバラ研究所（英国）、薬理研究所 分子薬理などの主任研究員を経て、2003年 研究本部 研究情報室 主査を務める。2003年〜2004年 （財）先端医療振興財団へ派遣、事業化推進部 課長代理、事業戦略担当 研究支援ディレクターを務める。
2006年 ステムセルサイエンス株式会社 入社、研究開発部門長、2007年3月、取締役に就任。
2007年 （財）先端医療振興財 クラスター推進センター 専門役、2008年 国際連携コーディネータに就任し、現在に至る。
Mr. Asada joined Fujisawa Pharmaceutical Co., Ltd in 1979.

From 2003?2005 he served as Research Coordination Director, Foundation for Biomedical Research and Innovation, Kobe, on loan from Fujisawa Pharmaceutical Co., Ltd.
He worked at Stem Cell Sciences KK, and was Chief Scientific Officer (2005?2007) and Head of Research & Development (2006?2007).
He joined Kobe-Kansai Region, Japan in Foundation for Biomedical Research and Innovation (FBRI) Pro-Cluster Kobe in 2007, and has been in his current position since 2008.
He holds Ph.D. in Pharmaceutical Sciences at Kyoto University, Masters in Biological Chemistry at Tokyo Institute of Technology, Interdisciplinary Graduate School of Science and Engineering, and Bachelor of Science and Technology Degree Sophia University, Faculty of Science and Technology, Department of Chemistry.
